Terminals at port back-up facilities

 

Due to lower and lower capacity of railway and road infrastructures, as well as taking account of the existing track and road layouts within the limits of the ports in Gdańsk and Gdynia, it is necessary to create an intermodal centre for consolidation and redistribution of cargos in as close vicinity of both ports as possible (at the so-called close back-up facilities). A handling hub established in this way next to the port is to make it possible, on the one hand, to efficiently and effectively handle all sea terminals located in the ports of Gdańsk and Gdynia using the existing railway infrastructure and, on the other hand, it will allow consolidating the mass load from various terminals and thereby will allow improving considerably the effectiveness of railway transport on long distances (trains will run more frequently, according to fixed schedules and with much better exploitation of their cargo capacity).

Over upcoming years, 2 dry ports are to be made, intended for handling cargos addressed to the ports of Trójmiasto. They have been said about a terminal in Zajączkowo Tczewskie, which is to be built by PCC Intermodal company, for at least 10 years. The topic of the second one, located in Bydgoszcz Emilianowo, appeared quite recently. 

A special purpose company Bydgoszcz Emilianowo Intermodal Terminal was set up on 28 July this year. It is part of implementation of an agreement concluded in 2019, signed by PKP, Port of Gdynia Authority S.A., PKP Cargo, Bydgoszcz Industrial and Technological Park, National Centre for Support of Agriculture, Nowa Wieś Wielka Municipality and Kujawy-Pomorze Voivode. The company’s task is to prepare a project and documentation of the new centre.

“The major purpose of building the dry ports is to enhance transport between the sea ports and the remaining part of the country. Construction of the intermodal terminal in Bydgoszcz Emilianowo forms part of the Port of Gdynia Development Strategy until 2027, which provides for an increase in share of railway transport in handling goods by the port. The terminal will be located at the end of line no. 201 which, after modernization, shall ensure fast and efficient carriage of cargos to Gdynia,” says Adam Meller, a President of the Management Board of the Port of Gdynia Authority S.A. on the occasion of establishing the company.

However, modernization of line no. 201 which is to guarantee efficient railway transport to the Port of Gdynia is a key element of this project. PKP PLK is just preparing for works along the section between Maksymilianowo and Gdynia, together with tangent lines, and the entire investment is planned for 2021-2025. The modernization includes approx. 180 km of railway line.

Whereas, construction of another dry port, Intermodal Container Yard, a project implemented by PCC Intermodal company, is planned in Zajączkowo Tczewskie i.e. a location that is much closer to the ports of Trójmiasto than Bydgoszcz. After all, it has been planned for at least a decade. Subsequent investment commencement deadlines changed over this time. According to PCC, the delays were related, inter alia, to arduous formal and documentary work. At what stage is this project now?

- We are finishing the tender specification and in September we will announce a tender procedure for the building permit design along with obtainment of a building permit. If everything goes according to plan, the we would like to commence construction in spring 2022 and put ICY Tczew to use at the turn of 2023-2024 - explains Dariusz Stefański, a President of PCC Intermodal.

The investment is located at the main railway junction of line 131, in the immediate vicinity of national road no. 91 and motorway A1. Shuttle trains between the sea terminals and ICY running according to fixed schedules are to allow organizing cargo traffic better in the region of the agglomeration of Trójmiasto, allowing at the same time to exploit working time of drivers more effectively and to improve exploitation of reduced capacity of railway lines. A connector road between national road no. 91 and motorway A1 is to reduce truck traffic near Tczew. The planned handling capacity of the terminal is over 1 million TEU per annum, and storage area is to come to more than 20 thousand TEU.
